MALNUTRITION: The ethics of the Svalbard global seed vault

Biotech critics are worried that agribusiness corporations want to exploit a "doomsday" seed vault on an island far above the Arctic Circle for its genetic resources.

The Svalbard Global Seed Vault, located within an archipelago in northernmost Norway, opened in 2008 with the goal of protecting seeds from around the world from natural disasters and manmade cataclysms.
According to critics, seed banks from remote corners of the globe are encouraged to deposit seeds at Svalgard - an action that essentially commits them to sharing those genetic materials with biotech developers.
"What they're doing for these corporations is putting them all in one place. This is one-stop shopping for the corporations," said Andrew Kimbrell, executive director of the Center for Food Safety, a biotech opponent.
Kimbrell said he disagrees with the Svalbard Global Seed Vault's mission on a fundamental level. The project is akin to creating a zoo for endangered species rather than trying to protect them in the wild, he said.
"It's messianic, but it doesn't make any sense," Kimbrell said. "You want to protect diversity in the habitat where it lives."
The problem with this huge "seed zoo" is that by making deposits to Svalbard, small seed banks become subject to the terms and conditions of an international treaty on plant genetics, he said.
That agreement exposes their seed collections to commercialization by agribusiness firms, Kimbrell said. Though these companies can't patent the seed itself, they can use those genes in biotech crops.
"It allows corporations easier access to patenting of genetics," he said.
Kimbrell said he's troubled by million-dollar donations from biotech developers Dupont and Syngenta to the organization that manages the vault.
Another red flag is the complexity of the seed deposit agreement, which would be confusing from the perspective of a small seed bank, he said.
"You don't have a bank of lawyers to go through it," he said.
The theory that biotech developers would help fund the project to usurp global seed genetics is not only far-fetched, but it would also be financially pointless, said Cary Fowler, executive director of the Global Crop Diversity Trust.
The trust is responsible for overseeing the Svalbard Seed Bank, along with the government of Norway and a regional Nordic seed cooperative.
Donations from such corporations make up less than 2 percent of the trust's funding and have "no strings attached," Fowler said.
It would be irrational for these firms to donate money for access to plant genetics, since most of the seed stored at the facility is already part of publicly available collections, he said.
"That door was opened a long time ago," Fowler said.
The idea that the Norwegian government would be part of such a conspiracy with biotech developers is also implausible, since genetically engineered crops aren't allowed in the country, he said.
"They're making connections that just aren't there," he said.
Fowler also said critics have misinterpreted the relationship between the seed vault and the international treaty on plant genetics.
Though seed collections covered by the treaty are given priority for storage in the vault, agreement to the treaty is not a prerequisite, he said.
The possibility for appropriation of plant genetics by biotech developers is further negated by the fact that only depositors actually have access to the vault's 650,000 seed samples, Fowler said.
"The scenario that has been presented has not occurred with a single one of them," he said. "The sky isn't falling."

Together with the air we breathe and the water we drink, crop diversity is one of the most fundamentally important resources for human life on earth.This diversity is awe inspiring - there are more than 200,000 varieties of wheat alone. It provides the natural, biological basis of our ability to grow the food required today, as well as to meet the challenges of population growth, changing climates and constantly evolving pests and diseases.
No country in the world is self-sufficient in crop diversity – agriculture everywhere depends on it. Yet this diversity, contained and stored in seeds, is at risk of disappearing. But we don’t have to sit back and let this happen.

Like all domestic crops, wheat was bred from a wild plant

Scientists have announced a plan to collect and store the wild plant relatives of essential food crops, including wheat, rice, and potatoes.
The project, co-ordinated by the Global Crop Diversity Trust, will collect and catalogue seeds from across the globe.
The aim is to safeguard valuable genetic traits that the wild plants contain, which could be bred into crops to make them more hardy and versatile.
This could help secure food supplies in the face of a changing climate.

All of the plant material collected will be stored in seed banks in the long term, but much of it will also be used in "pre-breeding trials" to find out if the wild varieties could be used to combat diseases that are already threatening food production.
Dr Paul Smith is head of the Millennium Seed Bank at London's Royal Botanic Gardens, Kew, which is playing a key role in the project.
"There is a real sense of urgency about this," he told BBC News.
"For some of these species, we may just get this one bite of the cherry, because so many of them are already threatened [with extinction] in their natural habitats."

The hope is that the wild relatives of food crops will help plant-breeders to "correct for", not only a changing climate, but plant diseases and loss of viable agricultural land.
Cary Fowler, executive director of the Global Crop Diversity Trust explained: "All our crops were originally developed from wild species - that's how farming began.
"But they were adapted from the plants best suited to the climates of the past.
"Climate change means we need to go back to the wild to find those relatives of our crops that can thrive in the climates of the future."
Wild saviours
Crops' wild relatives make up only a tiny fraction of the material contained in the world's gene banks.
But, according to Kew, their contribution to commercial agriculture alone is estimated at more than $100 billion per year.
In the 1970s, for example, an outbreak of grassy stunt virus, which prevents the rice plant from flowering and producing grain, decimated rice harvests across Asia.
Scientists from the International Rice Research Institute screened thousands of samples of wild and locally-cultivated rice plants looking for genetic resistance to the disease.
They found it in a wild relative, Oryza nivara, which grows in India. The gene has been incorporated into most new rice varieties since the discovery.

The giant swamp taro, the orange-fleshed Fe'i banana and a coconut that grows to half a metre in length are among the native crop species to be saved in a major project that has begun across small islands in the Pacific.
The Centre for Pacific Crops and Trees (CePaCT) is coordinating the project in which 1,000 unique varieties of staple fruit and vegetables from 7,500 Pacific islands are being collected to be grown in research institutes, with duplicates held at CePaCT.
The project is a response to concerns about indigenous crops being abandoned in favour of higher-yielding imported varieties.
The crops also hold valuable genetic diversity that could be used to breed or engineer crops that can cope with harsh conditions, according to the Global Crop Diversity Trust, which is supporting the project.
Unlike the 'doomsday' seedbanks, such as the Svalbard Global Seed Vault, which aim to preserve seeds in case of a catastrophe, the CePaCT bank will be available to farmers and researchers aiming to produce new varieties.
But because many of the crops reproduce asexually — producing clones, rather than reproducing through seeds — the banking process is far from simple.
Mary Taylor, CePaCT manager, told SciDev.Net that the shoot tips of plants are grown in the laboratory in small glass tubes. "Once they reach the ideal size, they are subcultured to produce more plants," she said.
"In all the countries we work in, farmers have access to the material we distribute," said Taylor. However, she emphasised that the programme's success depended on community support for the cultivation of local crops.
The Pacific territories involved in the project are the Federated States of Micronesia, Fiji, French Polynesia, Kiribati, New Caledonia, Papua New Guinea, Samoa, the Solomon Islands and Vanuatu.
Crops include the Fe'i banana from French Polynesia, the large Niu Afa coconut and the giant swamp taro, which can survive harsh atoll conditions, including sandy saline soils, and is particularly useful when food is short.
Dong Rasco, a plant breeder at the University of the Philippines and former head of the Institute of Plant Breeding there, said the project is crucial not only for the Pacific islands but also for other areas with similar environmental conditions.
"Pacific crops have not really spread to other countries, so they provide a lot of untapped potential that will never be discovered if totally lost," he said.
He suggested that the Association of Southeast Asian Nations could establish a similar project.
