POVERTY: The World Bank VS poverty: a game played by its own rules

The top management of the World Bank, including its president Robert Zoellick, is seriously concerned about the threat of a global food crisis. The financier says that if there is a crisis it will be much more severe than all the preceding food crises ever seen.



Zoellick’s pessimistic expectations are based on the pace at which food prices are currently growing around the world. According to him, there has been a 38% price increase in the global food market, nearly reaching the critical level of 2008.
According to Robert Zoellick, such a situation may increase the poverty around the world. Masterforex-V Academy experts note that it is the World Bank (headed by Mr. Zoellick) that mainly influences the poverty levels of numerous countries by decreasing or increasing their ratings. Consequently, the World Bank and the IMF not only form their monetary and credit policies but also influence the international image of a country and its attractiveness for international investors.
 The WB can announce that the number of the poor in a certain country has dramatically increased and can offer the country’s government a loan, recommendations and instructions on how to make reforms. Ukraine may serve as an example: the WB experts directly influence the pension reform in Ukraine.
The WB can announce a decline in the amount of the poor as the result of its [WB] help. In this case that will be a signal for the country’s government to cooperate with the WB and the IMF. Tajikistan is a striking example: according to the WB, the poor people make up 47.2% of the entire population (it used to be 72%), implying that the poor are those who live on $2.5 a day.

What are Zoellick’s fears based upon?
1. The threat of another global crisis. According to Zoellick, the growing prices on food and crude oil as well as the instability in the Middle East well may lead to another global crisis. Such a statement was made after the meeting of the WB and the IMF in Washington. Any considerable shock is enough to start a crisis. However the major concern is the food price growth.
2. More people around the world find themselves living below the poverty line. According to the WB, since June 2010 the amount of such people has increased by 44M people, which means they cannot spend on food more than $1.25 a day.
3. Continuous price growth. If the prices on food around the world gain 10% more. The amount of those living below the poverty line will be increased by 10M people.
4. Food supply problem. Robert Zoellick says that the problem is urgent and needs to be solved as soon as
possible. Over 1 billion people are currently starving all around the world. Yet the amount grows by 68 people each minute.

What solutions are offered by the WB and IMF?
· First of all they say one shouldn’t trust the macroeconomic indicators of some specific countries. According to Dominique Strauss-Kahn, Managing Director of the IMF, these days many countries are showing sound economic recovery, however it doesn’t mean that the living standards in those countries are improving. For example, Tunis and Egypt were showing economic recovery but the people didn’t feel that their living conditions were somehow changing for the better. It appears that some international financial institution will be determining a country’s living conditions with all the ensuing consequences. Especially notable is that the WB is going to initiate a series of reforms in the Middle East supposedly in order to not lose the young generation of the region.
· In order to do that the WB and the IMF are going to promote the creation of new jobs (in the Middle East and North Africa)
· Monetary policy. Both the institutions are going to directly participate in the development of the countries’ monetary policies.
· They are going to help the developing countries. The G20 Finance Ministers also promised to allocate $35B to help the counties of the Middle East and North Africa. In the short run the IMF and the WB may announce a decline in the poverty level in Egypt, Tunis, Yemen and even in the Eastern (rebellious) part of Libya.
So, the real and urgent problem of global poverty, which by the way has been partially caused by the IMF and the WB’s activity, is under the risk of turning into an efficient tool for political manipulation and speculation. At least it is difficult to believe in the IMF and the WB’s sincere desire to feed the hungry.

POVERTY: Pakistan: government has been utilising every possible resources for poverty alleviation

KARACHI: The government has been utilising every possible resources for poverty alleviation, women empowerment and children rights protection.
This was stated by Sindh Minister for Information Sharjeel Inam Memon while talking to a delegation of Human Rights Protection International led by Naveed Ahmed Advocate here on Saturday. The minister pointed out that for poverty alleviation, agricultural land had been distributed free among peasants. Memon said several other poverty alleviation programmes had also been introduced at union council level, besides the government had initiated the Shaheed Benazir Bhutto Women Support Programme and the Benazir Behan Basti.
The minister pointed out that these programmes had started yielding positive results.
Memon further said that the First Women’s Bank and Women Police Stations were also established during the tenure of Mohtarma Benazir Bhutto.
The leader of the delegation apprised the minister of the activities of his organisation.

POVERTY: India: Left unshaken in red earth, so is poverty

Bankura: As you turn off the expressway just before Durgapur and then cross the long bridge spanning the Damodar and enter the district of Bankura, the landscape changes completely.
The lush green of Hooghly and Burdwan give way to a harsh and arid topography — fields are few and far between, herds of bedraggled sheep graze on the scrubland, patches of sal forests appear and the undulating red laterite terrain gets more rocky and hilly the further inwards you go.
Politically, too, it had been different in Bankura, parts of which go to the polls tomorrow. Bankura, famous for its iconic terracotta horse and baluchari sarees, kept at bay the “poribortoner hawa” that began blowing through Bengal since 2008 and that is why the CPM’s district headquarters wears an air of smug complacency.
At the reception, we overhear an elderly comrade telling former MP Shamik Lahiri with boyish glee: “Kono chinta nei, ekhane chhoy hobe, chhoy.” He later explains to us: “Here, we don’t score in ones or twos, nor even fours, here we only hit sixers.” In other words, the Left will win all 12 Assembly seats in the district as it almost always has.
A little later, CPM district secretary Amiya Patra says much the same thing. Is Bankura, too, up against the winds of change? “Poriborton hobe — margin aaro baarbe” (There will be change — we will increase our margin), he says, absolutely confident that the Party will do even better than before this time.
He has history on his side. Since 1977, the CPM has made a clean sweep of Bankura in both Lok Sabha and Assembly elections seven times in a row. Before delimitation, Bankura had 13 Assembly constituencies and the CPM had lost the Bankura seat — thanks to its urban areas — in 1982 and 2001. In 2006, it hit a “sixer” again and bagged all 13 seats.
In the 2008 panchayat polls when much of Bengal reeled under the Singur-Nandigram effect, the CPM and its allies managed to win 144 of the 190 gram panchayats, all 22 panchayat samitis and an overwhelming 41 of the 43 seats in the zilla parishad. In 2009, the CPM won both the Lok Sabha seats — Bankura and Bishnupur, the former represented by the CPM’s parliamentary party leader, Basudeb Acharya. Acharya led in 11 of the 12 Assembly segments, trailing only in Bankura town by 6,500 votes. “We will make that up in this innings,” says the grey-haired comrade at the reception who revels in cricketing analogy.
Left sympathisers, in search of a bit of Red hope, may find succour in these glorious electoral statistics. But if they travel through interior Bankura, the more sensitive among them may also be driven to deep despair — because the stark truth is that even after 34 years of Left Front rule and uninterrupted CPM dominance, the levels of poverty and under-development are staggering.
According to the West Bengal Human Development Report published in 2004, in terms of income Bankura ranked second from the bottom, outranked only by neighbouring Purulia, also a CPM bastion.
Bankura, however, beat Purulia in having more than 50 per cent people living below the poverty line in both rural and urban areas. In Bankura, the number of households living below the poverty line in rural areas was 59.62 per cent and in urban areas 52.38 per cent. In Purulia, rural poverty figures are much higher (78.72 per cent) but in urban areas just 6.47 per cent. Contrast this with another neighbour — Burdwan’s figures were 18.99 per cent (rural) and 17 per cent (urban.)
These figures are almost a decade old, but if things have improved in Bankura there is little to show for it on the ground. In Guruputua village that falls under the Chhatna seat, all the 50-odd houses barring two are mud hovels inhabited by agricultural workers who make Rs 50 a day when they get work at all. Some of them have “job cards” and get MNREGA work — mostly digging ponds — but only get work for 15 days a year, not hundred. A group of villagers, thinking we have something to offer, tell us they desperately need a tubewell. The only one around is in disrepair and others, far away, are also running dry.
“Money comes from above but it never reaches us,” one of the villagers complains, refusing to give names. And yet despite their dismal lives, they tell us they know no other party but the CPM, no other symbol but “kaaste hathuri tara” and cannot think of giving up what they have always done — vote for the CPM.
But elsewhere things are changing. In Chhatna town, where there is less abject poverty, we listen in on a raging debate between Trinamul and CPM supporters, centred on the issue of development. Bankim Mitra, who has stopped for a cup of tea, has bagfuls of Trinamul posters and is confident that the CPM will lose half a dozen seats in Bankura this time because people are finally rising up against the deprivation that has clung to their lives for so long.
“The people of Bankura are very hard working. They can turn this land into gold if only there was irrigation in these parts. But the government has done nothing all these years, we are still dependent on the monsoons, and that is the main cause of so much poverty,” he says.
Shibdas Rai, the chai shop owner and local CPM worker, butts in. “We have done a lot. We have built colleges, schools,” he says, but before he can complete the sentence, Mitra says: “What’s the point of schools, when the teaching is so bad? Half the time, the teachers have to go off to join CPM michchils. Even a higher secondary pass cannot read and write properly in the villages.”
Rai soldiers on. In the face of a chorus of voices backing Mitra, Rai admits that “lack of irrigation and absence of industry” have kept the region poor but lists other achievements of the government --- building ‘pucca” houses for the poor under the Indira Awas Yojana, providing work under the “100 day scheme”, mid-day meals in schools. He is entirely oblivious of the fact that they are all central government schemes.
And what is more ironic is that it is these very schemes that are fuelling a very vocal rage in many parts of Bankura today. Since poverty here is so widespread and even the best government schemes cannot reach everyone, all those left out feel doubly deprived and accuse the CPM of partisanship in choosing the beneficiaries.
As we crisscross through half a dozen Assembly constituencies --- Barjora, Bankura, Chhatna, Saltora, Sonamukhi, Bishnupur --- in the district, this is one recurring complaint, a complaint we have heard often enough in other parts of Bengal but never as forcefully as in these parts where under-development is endemic and sources of income few.
In Jambedia village of Barjora, an area where water is scarce and rampaging wild elephants routinely destroy the meagre crops that the parched land yields, Shanti Karmakar cannot contain his anger against the CPM. His main ire is that “CPM cadres corner all the benefits” --- they are the ones who get houses under the Indira Awas Yojana even if they are rich while the “real poor” are bereft of BPL benefits. Everyone around him agrees.
In Bondolhati village that falls under Sonamukhi, Sheikh Niyamat Ali says the same thing. “The government has so many schemes but it never reaches us. The only people who have gained are members of the Party.”
In Sonamukhi town, a large group of men surrounds us and there is only one man who insists that the CPM will win all 12 seats. All the others are vociferously rooting for change. “The CPM thinks nothing has changed. But take it from me, this time they will lose six and win six,” says 21-year-old Ganesh Shaha, giving a new twist to the “sixer” metaphor.
And why will the CPM win six seats if the Party’s dolotontro (cadre raj) is so widespread? “That’s because they still have complete hold in the most backward seats, dominated by Adivasis and Scheduled Castes, seats such as Kotulpur, Indus, Ranibandh and Raipur,” he tells us, admitting that the Trinamul has yet to make inroads among the most wretched of this bit of red earth.
In Deohati village which is part of Saltora constituency, Narayan Mondol agrees. “The CPM keeps winning here because the people are too poor and illiterate and lack political consciousness.
“Things are changing now and there are many people like me who have seen through the CPM’s false promises. But do you know what --- I am not sure even my wife will listen to me. I have been telling her about dui phool but she is so used to the CPM symbol, she might end up pressing it.”
He goes on to say: “Look at Kerala -- the people there are educated and that is why they keep changing their government every five years. The CPM cannot take them for granted.”
He has a point. Bankura’s backwardness stems partly from its inhospitable geography but the CPM’s repeated victories and resultant complacency have certainly added to it.
The Kerala model, then, might be the best thing for Bankura --- and indeed Bengal --- from the point of view of both development and democracy.

CAPE TOWN — South African farmers should expand their business interests into other African countries, Agriculture, Forestry and Fisheries Minister Tina Joemat-Pettersson said yesterday.
Speaking during a press briefing after a conference on rural poverty hosted by the United Nations’ International Fund for Agricultural Development (Ifad), Ms Joemat-Pettersson said expanding into Africa would enhance food security on the continent, not compromise it.
"We are not saying that our farmers should relocate or move their business operations from SA to other countries; they should use SA as a base and then expand their business operations into the rest of Africa," Ms Joemat-Pettersson said.
In her keynote address during the conference, Ms Joemat-Pettersson said an equitable ownership of land remained essential to safeguarding democracy in SA.
"Our government has tried to bring in this balance between land reform and food security and it’s a very tight balance — it’s like walking on a tightrope."
The minister also said it was not sustainable for the country to rely on a small group of farmers for its food requirements .
She said the continent was capable of improving food security and boosting economic growth through increasing support for smallholder farmers.
While Africa was still facing challenges in reducing poverty, "a vision of economic renaissance" led by smallholder farmers was beginning to take hold.
"There is a growing belief that Africa can produce enough not only to feed its own citizens, but to export a growing surplus to the rest of the world," Ms Joemat-Pettersson said.
She said SA was in the forefront of developing a railway system that would link the entire continent and allow farmers to take goods from road to rail across Africa.
The agricultural value chain had been identified in the New Growth Path as one of the key sectors to grow the number of jobs, she said.
Speaking at the same conference, the Ifad fund’s president, Kanayo Nwanze, said the African Union had recognised the central role of agriculture in reducing poverty when its members pledged to increase spending on agriculture to at least 10% of national budgets.
"This pledge was made in 2003 in Maputo. By last year, eight countries had met or surpassed that target; the continent as a whole has not," Mr Nwanze said.
To grow the agricultural sector, African countries also needed to maintain political stability, encourage more youths to turn to farming and, importantly, invest more in rural infrastructure, he said .

POVERTY: USA: Poverty spikes to record highs in U.S.

The number of American people living in poverty has soared to record-high levels, with African Americans suffering the bulk of the economic hardship in the U.S., reports say.
According to the U.S. Census Bureau, an astonishing 47 million Americans out of a population of about 310 million live in poverty in the Unites States, a number equivalent to one out of every seven people, a Press TV correspondent in Washington reported on Saturday.
Statistics indicate that poverty rates for African-Americans and Latinos are close to three times that of White Americans. African Americans suffered disproportionally during the recession with unemployment rates in that community reaching near depression levels.
According to the latest U.S. Labor Department figures, overall jobless rates across the U.S. fell to a better-than-expected 8.8 percent in March, but the unemployment rate for black teenagers, for instance, stood at 50 percent -- more than double the national jobless average for all teenagers.
In January, figures released by the U.S. Census Bureau stated that one in five children in the United States live in poverty, with almost half of them living in extreme poverty.
The vast disproportion in poverty rates between African Americans and whites as well as the spike in poverty rates among American children have raised serious doubts over the efficacy of the social programs under the administration of President Barack Obama.
“We would certainly be concerned that the demographic population trend would only exacerbate what we see currently in terms of more need for social services rather than less.” Jeremy Rosen of National Law Center on Poverty told Press TV.
Meanwhile, a report by the Deloitte Center for Financial Services showed that in 2011, the number of U.S. millionaires will grow to nine percent of all households.
The report says the total number of families with a net worth of over $1 million, including real estate, will double by 2020, while the wealth of U.S. millionaire households is projected to increase nearly 225 percent by the end of the decade.

POVERTY: Israel: highest child poverty rate in OECD

Israel and Mexico have the highest rate of child poverty among the 35 member countries of the Organization for Economic Cooperation and Development (OECD), with more than a quarter of children living in poor households, a new report released by the Paris-based organization has revealed.

According to the report, which is entitled “Doing Better for Families” and provides detailed data on families in all of the member-countries, child poverty rates in Israel are several times higher than in Denmark, which has the best record, and highlights that roughly one in five children lives below the poverty line.
The report also notes that while most countries with high levels of female employment rates tend to have low child poverty rates, Israel, Portugal and the United States are the exceptions to this rule.

One in three Africans is middle class, a rising group of consumers to rival those of China and India, researchers have found .
Record numbers of people in Africa own houses and cars, use mobile phones and the internet and send their children to private schools and foreign universities, according to the African Development Bank.
Mthuli Ncube, the bank's chief economist, said the findings should challenge long-held perceptions of Africa as a continent of famine, poverty and hopelessness.
"Hey you know what, the world please wake up, this is a phenomenon in Africa that we've not spent a lot of time thinking about," Ncube said. "There is a middle class that is driven by specific factors such as education and we should change our view and work with this group to create a new Africa and make sure Africa realises its full potential."
Ncube said the study used an absolute definition of middle class, meaning people who spend between $2 and $20 a day, which he believed was appropriate given the cost of living for Africa's nearly 1 billion people.
The study found that, by last year, Africa's middle class had risen to about 34% of the continent's population, or about 313m people – up from around 111m (26%) in 1980 and 196m (27%) in 2000.
The growth rate of the middle class over the past 30 years was about 3.1%, slightly faster than that of the total population. Tunisia, Morocco and Egypt had proportionately the biggest middle classes in Africa, while Liberia, Burundi and Rwanda had the smallest.
The Africa middle classes are more likely to have salaried jobs or own small businesses. They tend not to rely entirely on public health services, seeking more expensive medical care. The middle classes tend to have fewer children and spend more on their nutrition and schooling.
Sales of fridges, TVs and mobile phones have surged in virtually every African country in recent years, the report said. Possession of cars and motorcycles in Ghana, for example, has gone up by 81% in the past five years.
"They own houses and they account for the bulk of housing ownership," Ncube said. "They own cars – people are driving cars in Lagos, in Kampala, in Harare, in Ouagadougou – it's the same middle class. You can even see it in the consumption of petrol. The bulk of them are consuming ICT services and mobile telephony, although the poor are also consumers of mobile telephone services.. They would also send their children to school, preferably private schools, but also schools outside the continent. The same class is sending their children to universities outside their home country, in South Africa, in Australia, in Canada, naturally Europe – France is a bigger absorber from the French-speaking countries – and the US."
The middle class was responsible for at least half of Africa's GDP of $1.6tn, he added. The trend reflected years of sustained economic growth, with sub-Saharan Africa projected at 5.5% this year.
"This has implications," Ncube said. "How should the rest of the world engage with Africa, given this middle class? I think it means that those who want to invest should take the opportunity and look for partners within Africa to invest jointly with."
The focus of aid and development assistance would also have to change in the next 10 to 15 years, he argued. "It will have to concentrate less on the bottom of the pyramid and move to the middle, which means it has to be supportive of private sector initiatives, which then are the way middle class people conduct their lives."
Africa has a relatively young population and has seen millions migrate from rural areas to cities, where shopping malls with designer labels and smart coffee shops are springing up across the continent. Ncube acknowledged that a widening, internet-literate middle class could pose a threat to autocratic leaders, as seen in Egypt and Tunisia.
"The middle class is a source of democracy in Africa in a sense that they are custodians of democracy. They are the people who are educated, they know how to vote, they know what they want, they've got interests to protect. Supporting this class in a way also helps institution building in Africa.
But the research found that poverty remains deeply entrenched, with 61% of Africa's population living on less than $2 a day. An estimated 21% earn only enough to spend $2 to $4 a day, leaving about 180 million people vulnerable to economic shocks that could knock them out of the new middle class.
At the top of the pyramid, an elite of about 100,000 Africans had a collective net worth of 60% of the continent's gross domestic product in 2008, the report said.

TUBERCULOSIS: TB REACH has approved US$ 31 million for 45 projects in 29 countries

 TB REACH has approved US$ 31 million for 45 projects in 29 countries under its Wave-2 funding.
The projects were selected on a competitive basis from over 300 applications following a call for proposals that closed on 28 February 2011.
The 45 projects together aim to diagnose and treat TB in over 100 000 people -over and above the number of people whose disease would be detected without these innovative projects - saving 50 000 lives and preventing 1 million new infections.
The main objective of TB REACH is to promote early and increased case detection of tuberculosis (TB) cases and ensure their timely treatment, while maintaining high cure rates within the national TB programmes. TB REACH encourages the development and application of ground-breaking and efficient approaches, interventions, and activities that result in increased TB case detection, reduced transmission and prevention of the emergence of drug-resistant forms of TB. As suggested by its name, TB REACH focuses on reaching people who are poor, vulnerable or for other reasons have limited or no access to TB services. The initiative is supported by the Canadian International Development Agency (CIDA).
TB REACH was launched on 25 January 2010. In the first wave of funding, thirty applicants from 19 countries received a total of US$ 18.4 million to engage in one year-long programmes. The first wave aimed to find an additional 40,000 new cases of TB, saving 20 000 lives and preventing 400 000 new infections.
Wave-1 projects are currently implementing a variety of innovative projects. For example, in Pakistan, Indus Hospital has been successfully finding more TB cases through mobile phone-based incentives and public private partnerships. In Lesotho, the Foundation for Innovative New Diagnostics is using a unique combination of horseback riders and mobile phone text messaging to reach people in remote mountainous villages. In Mbeya, Tanzania, a partnership between the University of Munich and the National Institute for Medical Research has for the first time introduced GeneXpert MTB/RIF technology at rural health centres and on a mobile van.
With the approval of the Wave-2 projects, TB REACH has committed nearly US$ 50 million to 75 projects in 36 countries which aim to aim detect and treat an additional 140 000 TB cases.

Fast-growing Asian economies may be flush with money but filthy toilets remain a blight across the region despite rising standards of living, with dire effects on poverty reduction and public health.

Social activists say dismal sanitation facilities are causing preventable diseases in poor communities where people would readily spend money on a mobile phone -- but not on a latrine.

"I think it's very prevalent," said Jack Sim, a Singaporean businessman who founded the sanitation advocacy group World Toilet Organisation. "The handphone is the competitor of the toilet."
Asia has led the rebound from the 2008 to 2009 global recession and major institutions like the World Bank and International Monetary Fund are predicting strong economic growth in the years ahead.
US business magazine Forbes says Asia now has the second largest population of billionaires worldwide at 332, behind the United States' 413 while leapfrogging Europe's 300.
But in Asia's teeming urban slums and impoverished villages, toilet facilities are either non-existent or rudimentary.
"The lack of good toilets as well as sanitation is still a problem in Asia," said Babar Kibir of Bangladesh-based Brac, one of the world's biggest non-government organisations.

Charity alone won't help
Sanitation has an "immense effect" on poverty reduction, Kibir said. "It has linkages with poverty, child mortality, combating disease and environmental sustainability," the director of Brac's Water, Sanitation and Hygiene Programme, or Wash, told Agence France-Presse.
People living in poor sanitary conditions are vulnerable to illness which often prevents them from finding regular employment, Kibir said, adding that much of the meagre income they earn would be spent on medical treatment.
Diarrhoea, malnutrition, arrested physical growth, loss of eyesight, typhoid, dysentery and hepatitis are diseases commonly associated with poor sanitation.
"Poor people, particularly women and children, can enjoy protection from diseases, malnutrition and death by using safe water and sanitation facilities including improved hygiene practices," said Kibir.
Singapore's Sim said charity alone cannot help solve the problem of an estimated 2,5-billion people worldwide without access to proper sanitation.
Businesses, governments, banks, micro-finance institutions and NGOs must band together to create a business model that can offer affordable and sustainable toilet systems to the poor, he said.

'Aspirational goal'

"I hope that the commercial sector comes in ... We need to go to scale, we need to see this as a wonderful business opportunity."
In Bangladesh, one of Asia's poorest countries, Brac's Wash programme provides micro-loans to the poor to build toilet facilities, charging only a minimum service charge. Grants are given only to the very poor.
But the programme goes beyond just providing latrines -- it comes as an entire package, which includes designing and building eco-friendly toilets and raising awareness in the community about the need for good sanitation.
Men, women and adolescents are taught good hygiene practices, while local community and religious leaders and micro-credit groups are roped in to help instil the message, Kibir said.
Sim said some aid agencies focus on building toilets but neglect the education part.
"They want to count how many toilets they have given, but they are not counting how many toilets are being used," Sim said.
People should be taught that a good toilet is an "aspirational goal" that can boost self-esteem and social standing, apart from improving health -- and toilet bowls could even be given as wedding gifts, he said.
Citing Japan's impeccably clean toilets, Sim said: "The peer pressure is there -- that when you don't have a clean toilet, you are shaming your company, your building, your country, your community.
"The toilet tells a lot about the culture of the people. They can be carrying Louis Vuitton handbags but if their toilets are so dirty that shows they are still an immature society, they're still not sophisticated, not elegant," Sim said.

POVERTY: World Bank: 1.5 billion people live in countries affected by repeated cycles of violence and conflict

The World Bank’s latest World Development Report (WDR) presents some sobering realities for the relationship between conflict and underdevelopment in the world today. It estimates that 1.5 billion people live in countries affected by repeated cycles of violence and conflict, and that no low-income fragile country has yet to achieve a single Millennium Development Goal. Changing patterns of conflict and violence now characterise the lives of many in the poorest countries; while deaths from civil war have fallen to one-quarter of what they were in the 1980s, one in four people still live in conflict affected countries with very high levels of criminal and political violence.
The WDR offers important new perspectives for how to make progress in supporting transitions out of fragility:
The WDR stresses the importance of ‘getting the basics rights’ – that citizens’ security, justice and access to jobs should be key priorities for achieving greater stability.
The Report underpins this with a recognition that institutional transformation sits at the heart of successful transitions out of fragility. It stresses the role of legitimate institutions in providing the ‘immune system’ against external and internal shocks, something emphasised by recent reviews of the impact of the financial crisis. Helpfully, notions of legitimacy are linked to concepts of social cohesion and social capital, rather than narrow normative commitments to Western democratic models, and the report takes care to emphasise ‘best fit’ over ‘best practice’ models for institutional change.
Linking to institutional transformations, it emphasises the need for much longer timeframes for engagement in fragile states, and draws on an impressive historical analysis of transitions out of fragility for a wide range of countries.
The Report turns the spotlight back on the international community. It highlights the importance of addressing external stresses, such as the infiltration of organised crime and trafficking networks or spill-overs from neighbouring conflicts. And it explicitly recognises tensions between the need for smarter, longer-term engagement to address fragility, and international actors’ sensitivities to domestic criticism on the grounds of waste, corruption or a lack of results. This is termed the ‘dual accountabilities’ between countries’ own taxpayers and partner countries, and it is rightly identified as a key factor behind the lack of progress in changing the approaches of international actors in fragile contexts. Madeleine Bunting recently commented on these tensions in the UK context too.
While these dimensions provide important contributions to this debate, I would have liked to see more thinking about the operational implications of some of this analysis. Two key issues seem to stand out.
Firstly, the WDR helpfully nuances its discussion on legitimacy with reference to moving away from blueprints and towards ‘best fit’, but it skirts around the state-society relations that underpin legitimacy. Instead, it falls back on some of the language of good governance and conventional supply versus demand approaches to accountability. This misses the current state of thinking on these issues, which emphasises moving beyond supply/demand dichotomies and the need to work much more effectively with a range of formal and informal institutions (with the latter often key providers of security and justice in many fragile states). This is challenging for donors (bilateral and multilateral) and greater guidance is needed for how to proceed.
Secondly, the report makes a useful attempt to bring in a wider audience – diplomatic and security actors as well as emerging donors and the private sector all get a mention – but it does not substantively engage with what it would take to ensure greater coherence and cooperation within and across the international community. Reviews of Whole-of-Government approaches, for instance, highlight that greater cooperation requires significant political will and strong mechanisms for mediating between competing priorities. Lessons may be learnt from this for attempts to build deeper cooperation but the WDR is generally silent on how this might be substantively realised.
What the WDR makes clear is that this is not business as usual and that new approaches are needed to effectively engage with fragile states. While this is not new to a number of bilateral donors (including the UK, which is scaling up its commitments to these countries), it is interesting that the World Bank has gone so far in analysing some of the political dynamics, tensions and challenges that sit at the heart of addressing conflict and fragility.
The Report is effectively calling for major shifts in the type of things that are funded in fragile states, with a lot more emphasis on effective, legitimate police forces and justice systems. In many ways this goes well beyond the current mandate of the World Bank, and these are not areas where it has a strong track record. But the Report is clear that multilaterals should engage more in some areas that have traditionally been outside their span of action. While I applaud this shift towards taking politics more seriously, we should not underestimate the challenges it will pose for operational staff, both within the World Bank and beyond.

POVERTY: Missing from the Media: News about Poverty

Considering the unparalleled wealth of this nation, we live in awful times for far too many people, and they show little sign of getting better soon. As a journalist, I feel there has never been a more critical time for reporting on poverty and its byproducts of homelessness and despair.
Middle-class people are getting crushed into the working class, and the working class is getting crushed into the working poor. They’re all putting in more hours for diminishing pay, and the outlook for the future is for more of the same.
Unless, of course, you are rich. For multi-millionaires, these are boom times—the culmination of 30-plus years of Reaganomics and its descendants pushing income to top earners while raising taxes and fees on the lower end of the economic scale.
The average CEO made about 40 times more than the average worker when I became a professional reporter three decades ago. Today that ratio is about 350 to one. Today, the wealthiest one percent of Americans gets a quarter of the nation’s income. When I became a reporter, they got a tenth.
That kind of split between the wealthy and the middle and poor hasn’t been seen in America since the late 1920s—just before the Great Depression.
Other times have critically needed poverty reporting of course, such as the 1950s and ’60s when the War on Poverty and civil rights movement were being crafted. But none more so than now. Between America’s growing have-and-have-not split and our rapidly declining international economic prowess eroding the ability to bounce back, we face a turning point that demands intensive and immediate ground-level attention to the struggling middle and under classes.
But that is more easily hoped for than done. The trouble with reporting about poverty for most news outlets is that it is messy. It always has been.
Poverty reporting comes automatically freighted with left-and-right wing arguments that paint the economic landscape in black and white terms and sling contrasting statistics and anecdote-driven contentions to prove their points. You have to give them all attention, sorting through the mountains of official and unofficial accounts to get to some bedrock facts.
Today, with the proliferation of strident opinion outlets that often try to blend in as true news sources, the message of clear, honest journalism is fuzzed over with noise as never before in modern times. That means a lot more blather to wade through for objective truth.
The other messy factor in poverty reporting is that it is more time-consuming than a lot of other types of reporting. I know—one of my specialties has always been homelessness.
Between 2003 and 2006, photographer Brant Ward and I were the only newspaper team in America covering homelessness full-time. During those years, I learned, as never before, just how valuable it is to have weeks and months to get to the bottom of each situation we explored. Homeless people have mountains of dysfunction, tragic history, criminal behavior, or just plain bad luck trailing behind them, and sorting through that – and the labyrinthine governmental and non-profit world designed to help them – takes the effort of a spelunker crawling through caverns with a candle.
Telling the stories we did then, such as the saga of a colony of junkies living on a traffic island in downtown San Francisco, or the success of a program in New York for severely mentally ill street people, took enormous effort and time that would have been impossible if we were pulled back and forth between daily assignments.
I still manage to produce this type of detailed report. Just last month Brant and I reported on people sleeping in San Francisco’s demolished transit terminal, and this month we produced a piece on housing vouchers for homeless veterans. But with the exception of episodic reports on surging topics, such as foreclosures or census reports, the number of intensive stories on poverty in the media everywhere has declined since my homelessness beat days.
It’s not hard to see why. With the cutbacks at every newspaper in America, we are all working more quickly and prolifically than before. And even though my newspaper, the San Francisco Chronicle, still nurtures reporting like mine, we in this industry all have to choose projects more carefully than in the not-so-long-ago old days of bigger staffs—which makes it all the more important to take on these issues whenever we can.
The national conversation surrounding poverty is convoluted and heated, and only with objective and thorough journalistic attention will the public and decision makers ever be informed enough to move ahead proactively and intelligently.
It’s always been worth the effort. And it’s worth that effort more than ever today.

MALARIA: Nigeria research provides insights on bednet use—and misuse

Nigeria’s Cross River State Roll Back Malaria team is tasked with “finding” 500,000 previously distributed bednets to determine how many are still being used and why.
In Nigeria, the Cross River State Government has been a leader in public health, providing free primary health care to pregnant women and children under five* and working to improve health indicators and protect its residents from malaria-related illness and death. In 2008, the State Government, with support from the Canadian Red Cross and USAID, distributed over half a million nets—enough for each child under five attending a vaccination site during an integrated measles campaign.
In 2010, Nigeria’s Cross River State Roll Back Malaria (RBM) team was tasked with “finding” these previously distributed long-lasting insecticide-treated nets (LLINs) to determine how many were still “good” and how many new nets were needed in the next distribution cycle. A “good” net was defined by age: a net distributed in 2008 or later was considered good, while older nets were considered non-viable. The physical condition of the LLIN was not taken into account given the subjective nature of assessing hole size and viability of the net. Given that the estimated lifespan of the distributed nets is three years, it was expected that the majority of the nets distributed in 2008 would still be in use. However, the results of the household census undertaken by Nigeria Red Cross volunteers throughout the State to assess household LLIN needs “found” only 52 percent of the LLINs distributed during the campaign. Similar results have been seen in Senegal, where the National Malaria Control Program (NMCP) is leading a rolling distribution of a similar nature with support from NetWorks.
In Cross River State, the results of the household registration led the State project team to question why such a low number of nets was found and, subsequently, the Nigeria evidence-based health information system (NEHSI) staff were contacted. NEHSI, supported by the International Federation of Red Cross and Red Crescent Societies (IFRC) and the World Health Organization (WHO), conducted a qualitative study to find out what had happened to the previously distributed nets.
The results of the study were of immediate relevance to the net distribution and hanging program currently being rolled out. It was assumed that some people would not be honest about receiving or owning nets from the previous distribution, including ones not yet hung and used, and the survey found that this was actually the case in a number of surveyed households. Another interesting discovery was that more than two-thirds of people surveyed would only sleep under the bednets for about 6–12 months, at which point the nets were considered to be expired or no longer “good” and were either burned or used for another purpose, such as covering a kiosk or screening a window. About half of the survey respondents also believed that once a net had been washed more than twice, it was no longer effective, and nearly one-third of respondents believed that washing the net in cold water would destroy the insecticide and reduce its effectiveness.
This study was relatively inexpensive and easy to implement, and it provided new critical information that is already being used to inform Cross River State’s next phase of mosquito net distributions. It will also be useful to other countries trying to account for nets that are still “good” in households. The study raised concerns about not only the validity of planning net replenishment campaigns based on the age of the net alone, but also the potential difficulties with quantifying net needs when moving from low or moderate to high LLIN coverage based on assumptions of “existing” nets.
In Cross River State, targeted messaging is being developed to encourage residents to use their mosquito nets for the full three years (or longer) and to repair them when they are torn or damaged. A net awareness campaign is being considered to improve knowledge and practice regarding LLIN use, maintenance, and repair. An end process monitoring exercise is currently taking place to ensure that universal coverage has actually been achieved where distribution has taken place. The campaign used a house-to-house distribution and hanging method, with volunteers equipped with hammers, nails, and string in addition to LLINs. The effectiveness of this approach for ensuring LLIN utilization will be assessed later in the year.
In Nigeria as a whole, the progress to date is staggering. The country bears approximately 25 percent of the malaria burden in Africa among its population of 153 million. Under the leadership of the Government and the Federal Ministry of Health, and with support from partners, the country has distributed close to 30 million LLINs and plans to distribute another 28 million this year. Nigeria’s success is reflective of strong leadership, effective partnership, and an excellent coordinating mechanism. In addition to the strong role of the NMCP, State ownership is crucial. Cross River State’s Government has played a key role in the coordination of the current campaign to move from targeted to universal coverage. This qualitative study to “find” previously distributed nets was one of the first of its kind, and provides critical information for Nigeria and other countries seeking to undertake similar activities. The study also demonstrates the importance of regular quantitative and qualitative data collection and analysis to modify project planning.

MALARIA: Zambia: Door-to-door bednet distribution

Zambia’s National Malaria Control Programme (NMCP) is expected to distribute over 5 million nets in 2011, of which approximately three-quarters shall be distributed using the door-to-door distribution strategy in an effort to increase the usage of the nets being distributed. The remaining quarter will be distributed to pregnant women and children under five years of age through antenatal clinics. A high percentage of people in Zambia own bednets because of the government’s ongoing efforts to scale up the distribution of malaria control interventions, which, in addition to bednets, include indoor residual spraying and effective medicines. Though 64.3 percent of households own at least one bednet, the 2010 Malaria Indicator Survey (MIS) determined that only 42 percent of people were actually using the nets. The NMCC conducted a survey and found that there were a number of reasons for the low utilization rates. Many people said that they weren’t using the nets because they didn’t know how to hang them or they didn’t have the accessories to hang them; others said that they only use the bednets in the rainy season when mosquitoes are very visible.
The door-to-door campaign was launched in 2009 as a means of increasing utilization rates. During the campaign, Community Health Workers, Neighborhood Health Committee members, and other trained volunteers take the nets right up to individual houses and ensure the nets are hung properly before leaving the household. This also provides an opportunity to share important messages on malaria prevention and control.
In November 2009, a door-to-door distribution pilot was conducted in Chongwe District of Lusaka Province and a follow-up survey found that about 93 percent of households that had received nets during the pilot were using those nets. Based on these excellent results, it was decided that the door-to-door distribution strategy would be used to distribute the all the nets received in 2011.
During this year’s mass distribution, one volunteer will be responsible for 20 households in a village and, whenever possible, a volunteer will be chosen that also lives in the village and is a member of the community. This is really useful for several different reasons: the family will already know and trust the volunteer, they will be more likely to be honest about how many nets they need, and they will be more likely to allow them into their bedroom to help hang their nets. There is a high demand for bednets, but the challenge is being allowed into a bedroom to help hang a net. To address this issue, we’ve engaged traditional leaders to help people understand why this is important. The volunteers will then collect the data and bring it to the health center, where it is consolidated and used to determine how many nets a district needs. When the nets arrive, the volunteers will go back to the houses and distribute the nets, helping to hang them in each sleeping space in a household. To do this sort of distribution requires a massive effort with many people participating, so training is key.
Each volunteer visits the same house several times throughout the year. During their first visit, they note the number of sleeping spaces, how many people live in each house, and how many existing nets they have. An ITN database at the central level details all the nets that have been delivered to every district, the type of nets, the program under which the nets were distributed, and the month when the nets were received. This information is used for planning purposes and can produce a forecast that reveals areas of critical need.
Trainings for the upcoming distribution are started when it’s known that a shipment of nets is coming. Districts in need are then identified and a meeting with local stakeholders—including malaria task force committees, ministries, nongovernmental organizations, churches, and local leaders—is arranged. It is important to make sure the district office, with the support of the local partners, is able to handle the storage, distribution, and information-sharing once the nets are received. Health center staff, neighborhood health committees, relevant trainers, and door-to-door distribution volunteers are then trained. Through a strong partnership, coordinating body, and dedicated volunteers, millions of nets will be distributed this year and the work to protect Zambians from malaria will continue.
Door-to-door mass distribution is just one of the ways nets are distributed in Zambia. They are also distributed under the Malaria in Pregnancy Programme through antenatal clinics to pregnant women and children under age five, the Equity Programme to vulnerable populations like the elderly and the chronically ill by NGOs through the MOH, and through the World Bank-supported Community Malaria Booster Response programme.

MALARIA: WHO launches plan to contain resistance to artemisinin-based combination therapies

A WHO action plan outlines critical steps to ensure the effectiveness of the world’s most powerful treatment for malaria. The World Health Organization (WHO) has released its Global Plan for Artemisinin Resistance Containment (GPARC), which outlines the steps necessary to prevent the spread of artemisinin-resistant parasites and ensure the effectiveness of artemisinin-based combination therapies (ACTs) as the top-line medicine for treating malaria. Artemisinin-resistant parasites were first detected along the Thailand-Cambodia border several years ago; the WHO stresses that the world must now act quickly so that it does not lose the most effective existing treatment for Plasmodium falciparum malaria.
GPARC outlines five steps for preventing and containing artemisinin resistance:
    Stop the spread of resistant parasites.
    Increase monitoring and surveillance for artemisinin resistance.
    Improve access to malaria diagnostic testing and rational treatment with ACTs.
    Invest in artemisinin resistance-related research.
    Motivate action and mobilize resources.

MALARIA: Ethiopia: epidemic forecasting in Oromia District,

A unique sentinel surveillance project in Ethiopia uses mobile phone technology to collect weekly malaria data at the health post level to quickly detect and respond to potential malaria outbreaks.
For nearly two years, researchers have been setting up epidemic detection sites in the Oromia Region in Ethiopia as part of a sentinel surveillance and epidemic detection system to detect microclusters of malaria infection. The project, funded by the United States Agency for International Development (USAID), uses trained health workers, enhanced supervision strategies, and mobile phone technology to get weekly data on malaria transmission. While continuing to capture detailed clinical data that can otherwise take months to collect and analyze, the project also operates at the most local of health system levels, using small health facilities often in rural areas as epidemic detection sites for the rapid collection of aggregate data.
Why collect data about malaria transmission at the micro level? When national parasite prevalence is very low, as it is in Ethiopia, malaria becomes a very focal disease, existing largely in hotspots (i.e., microclusters of infection) that, if left undetected, could turn into a full-scale epidemic. Thus, how quickly you can respond to a potential outbreak is extremely important. Population-based surveys such as the Malaria Indicator Surveys (MIS) take three to six months to complete, and health management information systems (HMIS) sometimes fail to collect data on relevant indicators for epidemic detection. In addition, the current paper-based system requires three weeks for microscopists to record data, take it to Addis Ababa, enter it into a database, and send to the program. Using SMS technology, this takes only one week. Another important component of this project is getting the right data to decision-makers in a timely fashion.
Currently, 10 health centers and their satellite health posts are operating as epidemic detection sites in the Oromia Region (nearly 100 sites will be included when the project scales fully), with one or two Health Extension Workers (HEWs) assigned to each health post. Each HEW collects data, enters it into their phone using text messaging, and once a week sends it to a server that analyzes it, makes sure the numbers add up, and streams it into a database. From that moment, the data are accessible; if a report shows higher than normal transmission levels for a particular area, it immediately triggers a warning to relevant personnel. Facilities that participate in the project also receive technical assistance with microscopy and diagnostic issues, indicator data, and data collection, as well as other aspects of clinical malaria care of patients.
Sentinel surveillance sites used in the past have had issues with quality and timeliness of reported data; data often moved slowly and efforts were not expanded to the community level. Many of these systems worked only at higher health system levels and didn’t add value above and beyond HMIS data. The success of this project depends on the usefulness of the data. In the next few years we hope to prove that this model can rapidly generate high quality data to provide a clear geographic picture of what’s happening in infection microclusters at short timescales and effectively trigger the prevention of large-scale malaria epidemics in Ethiopia.

MALARIA: New Mosquito Subgroup is Highly Susceptible to Malaria-Causing Parasites

Most studies of malaria vectors, such as Anopheles gambiae, have focused on mosquitoes that rest indoors, since they are more likely to have contact with humans and transmit the malaria parasite. Larval stage and outdoor-resting mosquitoes are not as well-studied because they are more difficult to find and collect.
Differences Between Outdoor- and Indoor-Resting Mosquitoes
Because outdoor- and indoor-resting mosquito subgroups live in such separate environments, they do not interbreed and have grown to differ genetically. For example, multiple recent studies have documented the beginnings of speciation between A. gambiae subgroups M and S, but this emerging speciation is taking place only among indoor-resting mosquitoes. In an NIAID-funded study published in February 2010 in the journal Science, researchers collected and genetically analyzed A. gambiae larvae from three village sites in Burkina Faso. The investigators were led by Kenneth Vernick, Ph.D., of the Institut Pasteur in Paris.

What These Differences Could Mean for Malaria Control
Analyzing the genomes of the larvae, they found two A. gambiae subgroups. One was genetically indistinguishable from indoor-resting adult mosquitoes in the Burkina Faso area, but the other did not match any subgroup of adult mosquitoes that had been described so far. The researchers found that mosquitoes belonging to this second group, named GOUNDRY after the area in which they were found, were much more susceptible to the parasite that causes malaria; the prevalence of Plasmodium falciparum infection among GOUNDRY mosquitoes was 58 percent, compared to 35 percent among the indoor-resting mosquitoes.
Although there is no evidence of GOUNDRY mosquitoes biting humans, any human feeding by these mosquitoes is of concern. Also, it should be noted that current malaria control measures such as bed nets and insecticide spraying focus on indoor-resting mosquitoes and are less effective against outdoor-resting subgroups.

In the midst of a red, rocky stretch of land in the northeast of Syria, hundreds of rows of wheat brace themselves against a hot, dry wind. The plants are separated into small square plots by grassy pathways, ensuring no genetic material is transferred between sets.
At first glance, the dry, yellow crops look identical – they’re the only signs of life for kilometres around. But, in fact, they couldn’t be more different.
Some have grown tall and straight, while others are too wild and ‘hairy’. Some haven’t yet produced seeds, while others are ready to be harvested. Many couldn’t take the heat while a few thrived.
And these differences will determine what many populations will be eating in the next 10 to 20 years, and could decide how many people go hungry as Earth’s population grows.
“We’re looking for the crops that show both heat resistance and high yield,” says Francis Ogbonnaya, a wheat breeder with the International Centre for Agricultural Research in Dry Areas (ICARDA), 30 km south of Aleppo, Syria.
While each plot is genetically different, all of the crops are the result of an arranged marriage between a wild Syrian wheat-relative (which exhibits heat resistance) and a domestic wheat crop from Sudan – a country that loses millions of dollars in crop yield annually due to extreme heat.
When it comes to finding plants that can handle the heat, Ogbonnaya is in the right place. Temperatures in Aleppo exceeded 40˚C almost every day during the 2010 Northern Hemisphere summer. Sometimes, it edged above 46˚C.
Those accustomed to rigorous lab controls may wonder how parameters can be controlled in such a wild environment: what if there’s a cold snap?
“That is one thing we never have to worry about here,” laughs Ogbonnaya, who formerly worked in Australia and continues to collaborate with Australia’s Grains Research and Development Corporation (GRDC) to develop wheat strains suited to the harsh climate.
In the middle of the Arabian desert, it’s not just heat resistance that scientists are searching for: here the crops that will help civilisation survive on a rapidly changing planet are being put to the test.
Researchers have come from all over the world to create crops for the future: wheat that is resistant to drought and salinity, chickpeas that repel fungus and crops with significantly higher yields.
Genetically superior plants couldn’t come sooner – a perfect storm of obstacles is bearing down upon farmers, says Kenneth Street, an Australian agriculturalist and genetic resource scientist at ICARDA. The world’s population continues to grow rapidly, and is estimated that it could hit 10 billion by 2050. And as it is, we can’t feed the mouths we have: in 2010, almost one in seven people on the planet were malnourished.
The problem is not only that we have more mouths to feed, but the fact that everything we need to grow food – water, land, fertiliser – is running out at an alarming rate, stresses Street.
According to the United Nations, the world needs to double its output of food by 2050 in order to avoid global mass starvation; other estimates suggest a four-fold yield boost is needed. But – in line with his brazen and honest nature – Street warns that, the way things are looking now, we’ll be lucky to maintain our current rate of production.
“There’s climate change, our phosphorous is running out, most of the world’s water basins are being sucked dry – those are the three big ones. Then we’ve got competition between biofuels, as well as the problem that modern agriculture is heavily reliant upon fossil fuels – the U.S. alone uses one trillion litres of oil a year to make nitrogen fertiliser. What happens when the oil runs out? We’re also losing something like six billion hectares a year to land degradation, so you add all those things up and it’s scary.”
Climate change in particular is a concern for farmers and agricultural scientists, as it changes entire ecosystems at an unnatural rate – and crops can’t keep up.
It also alters the entire pest and insect game for plants, as species and diseases that were once confined to the tropics expand their reach to affect the rest of the world, adds Street. “I’m glad I’m going to be a really old bastard by the time this storm hits.”
To make matters worse, modern eating habits are becoming increasingly unsustainable. A November 2003 paper in The Journal of Nutrition by Cristopher Delgado of the International Food Policy Research Institute in Washington DC concluded that, by 2020, developing countries will eat 107 million tonnes more meat than they did in the late 1990s.
Given it can take over 50,000 L of water to produce 1 kg of beef (compared to around 1,000 L for 1 kg of wheat), this is going to increase pressure on already stressed resources.
The increase in output that we need to feed the growing world has been achieved before during the ‘green revolution’ that began in the early 1940s and continued into the late 1970s.
Led by the late Norman Borlaug, the agriculturalist who was awarded the Nobel Peace Prize in 1970 for a lifetime of work to feed the hungry, the movement involved rapid increases in wheat yield thanks to improvements in fertiliser, irrigation and breeding techniques. By the end of the 1970s, output in regions such as India had almost doubled – while using the same amount of land.
However, this increase was achieved by deploying weapons which today are less plentiful. “We only increased wheat yield with a lot of inputs – irrigation, fertiliser. We’ve now reached a plateau,” says Muhammad Imtiaz, senior chickpea breeder at ICARDA.
Without being able to increase inputs, the only hope is to improve the crops, says Imtiaz – making them work more efficiently and adapting them to better suit the region they will feed. And the only way to do this without genetically modifying organisms is to create new varieties containing the genes from the ancestors of domestic crops.
And this brings us back to Aleppo. Despite the barren terrain today, some 11,000 years ago Aleppo and most of northern Syria was part of the verdant Fertile Crescent – the region from which modern agriculture emerged. It was here that the eight Neolithic founder crops – emmer wheat, einkorn, barley, flax, chickpea, pea, lentil and bitter vetch – were first cultivated. And it was here that early humans realised that hunting and gathering might not be the best use of their time, so downed their spears and decided to bring the food to them.
It was in this region that early humans learnt to grow and harvest food – a movement known as the Neolithic revolution. In the thousands of years that followed, humanity changed greatly – and so did the plants we fed on.
In the beginning, agriculture wasn’t overly successful. To ensure they had enough to eat, early farmers chose plants that grew quickly and provided the most food. Through this selective breeding, modern crops were born. And they have served us well.
Yet, buried within the hundreds of thousands of plants that our ancestors didn’t pick (for one reason or another) are genes that have helped these wild plants survive in one of the harshest regions on the planet, enduring droughts, salinity and temperatures ranging from –12˚C to 50˚C. These genes now hold the hopes of scientists around the world and may offer a way to boost the output of regular crops. But thanks to the increasing focus on fewer and fewer higher-yield plants in modern agriculture, these genes – which could well be our saviours in the decades ahead – are fading into the background.
“Over the last 100 years, we’ve lost about 80% of our agricultural biodiversity,” says Street. “What a lot of people argue is that all the useful biodiversity has been captured within modern crop plants. But when you’ve got all the new disease and changes in the ecosystem, you don’t know what is going to come up and what useful biodiversity is there.”
A major part of Street and his team’s work at ICARDA is to go out and collect as many seeds of ancient species as possible and screen them for useful genes – a process that was shown in the 2008 Australian Broadcasting Corporation-screened documentary, Seed Hunter, of which Street was the star.
Usually not one to put himself in the limelight, he was willing to bring attention to a cause he has dedicated his life’s work to. “The whole point of the documentary was us trying to ‘make seeds sexy’, and bring awareness to the problem of diversity loss in crops.
“We rely on too few species – there are something like 20,000 edible species in the world, and we rely on four. And if we’re going to maintain that system, we’re going to need that biodiversity to help the crops evolve.”
Of course changes to ecosystems and new diseases occur regularly, and plants have survived these pressures for hundreds of years, adds Street.
But now the crops that we rely on are genetically uniform compared to their wild relatives and don’t have the capacity to adapt beyond the conditions they were bred for, he says.
“And things are changing so quickly, our crops can’t respond in one generation to the changes. Basically, we have to drive the evolution of our crop plants artificially.”
This process is similar to an online dating service; it collects as many candidate members as possible and then creates the most fruitful matches it can from within the membership.
Even with human intervention, the process is long and slow. First, a scientist needs to select and grow seeds that might display a desirable trait, which can range from flood resistance to the ability tolerate a disease.
This in itself is harder than it sounds. There are approximately six million types of seed contained in more than 1,300 genebanks around the world. Just looking for wheat seeds involves scouring well over 500,000 different seedtypes around the world.
Usually, scientists are given either a random selection of seeds or a core collection – which represents a small selection of seeds housed in the seed bank, and is selected to provide the greatest amount of genetic diversity. The scientists then test these seeds to check whether they do indeed display the required trait. On average less than 10%, if any, do. Once a seed has been found that displays the desired trait, things are still just as tricky.
You can’t just give these to farmers, as they’re still wild and may have one desirable trait, such as pest resistance, but no other desirable ones, such as the ability to produce a high yield. So then comes the lengthy process of incorporating the trait from the wild plants into a modern variety. This is the stage that Ogbonnaya and his team are at with their heat-resistant crops. And it takes years.
Even getting the crops to breed can be a nightmare – and for some species, impossible. Scientists use the plants’ own methods of fertilisation, but they do the dirty work themselves, usually using tweezers and forceps.
Then, it can take up to 10 generations to combine the useful traits from each parent in a way that creates the best crop possible. Basically, this involves breeding out all the ‘junk’ genes that are transferred from the wild relative along with the useful ones. When a new variety is finally created, it is shipped off around the world for local breeders to optimise it for their region and then distribute it to the farmers.
ICARDA has provided many such strains to Australia with great success, such as cereal crops that are resistant to fungal diseases called ‘rust’ and have saved the industry A$289 million a year. “Generally, it takes 10–12 years to develop one variety of crop,” says Imtiaz.
When food is a matter of life or death, this isn’t always an amount of time that can be afforded. Researchers at ICARDA are currently trying to speed up the process.
Street is starting at the beginning, and trying to ensure that the seeds provided by seed banks have a higher likelihood of containing the desired trait – saving both time and money.
The program, known as the Focussed Identification of Germplasm Strategy (FIGS), could improve the likelihood of finding the trait farmers want from 10% to 80%.
“FIGS could revolutionise the way we approach gene banks,” says Street. The premise of FIGS is not to give researchers the most amount of genetic diversity, but to give them the specific trait they are looking for by examining the environment from which the seed was collected.
“For example, if we’re looking for a drought resistant crop, we’re going to look in low rainfall environments in which the seasonal rainfall is highly variable - this type of environment may have forced local populations to evolve towards physiological drought tolerance,” says Street.
But it gets much more specific than that. In the past, farmers needed crops that would withstand boron toxicity; a trait that FIGS correctly deduced would be found in marine origin soils along the Mediterranean cost.
FIGS has also been responsible for finding the first evidence of Russian wheat aphid (Syrian Biotype) and Sunn pest resistance in bread wheat pests that cost farmers millions of dollars a year in lost yield.
Of course, this isn’t the only place where the process can be sped up. Molecular biology has the potential to revolutionise the creation of new crop strains – and already has in some cases.
Genetic markers for traits are common in crops such as wheat and barley, and these allow researchers to confirm that what they’re looking for is in fact present in a plant – removing a lot of the guess work and cutting procedures that would usually take three months down to a week, says Imtiaz.
While the markers for wheat and barley are available to speed up the process, other crops, which are equally vital to food security, haven’t been able to keep up due to lack of investment. Chickpeas, for example – which Imtiaz works on – have only just begun to have their genetic markers identified.
Despite the tiny funds attributed to them, legumes are a crucial part of the future of our food systems, and a severely underrated one, according to Imtiaz – another ICARDA researcher who works closely with the GRDC and University of Western Australia to provide improved chickpea strains.
“People talk about food security, but wheat cannot sustain people on its own. If you plant just wheat, then productivity will go down and your soil will be continuously degraded,” says Imtiaz.
The other way to get improved crops to farmers faster is the one that no one readily wants to talk about: genetically modified organisms (GMOs). None of the crops produced by ICARDA are genetically modified, and yet there are contained labs set up on the site and introductory work being carried out, in case the process ever becomes more accepted.
The scientists are preparing for good reason – GMO technology could take the 12-year process of creating a new crop strain down to as little as a year or two, according to Imtiaz.Creating GMOs involves manipulating an organism’s genetic material by a method that doesn’t occur in nature – for example, by using bacteria to transfer an appropriate gene from one organism to another.
In agriculture, this often involves taking a gene and incorporating it into a modern crop. This can provide a number of beneficial traits without the need for the lengthy breeding process. And it won’t only shorten the procedure, it will open up avenues for a range of traits that can’t be incorporated into modern crops the traditional way.
This includes creating crop strains using genes not only from different plants, but also different organisms.
Examples include the CSIRO taking an insect-resistant gene from wheat and using it to create a strain of genetically modified cotton that has reduced cotton pesticide use by over 80% in Australia.
This ability would be a major benefit for chickpeas: out of the eight or so wild chickpea species, only two can be bred with domestic varieties. The other wild species could hide many desirable traits, says Imtiaz; but without GMO technology, we will not be able to harness their benefit.
About 134 million hectares of farmland worldwide are currently used to grow genetically modified crops – including cotton, rice and corn.
But in the public mind at least, there are still significant concerns about the technique’s safety, both to people and the environment.
After reviewing extensive research, the World Health Organisation currently does not find genetically modified food a threat to human health, but scientists accept the reality that people still worry about the long-term effects.
Imtiaz understands the concerns, but feels GMOs will only ever play a specific – yet crucial – role in agriculture. “GMO technology will never replace normal breeding – you’re only going to use GMO when you don’t have any other way of getting the trait.”
Street agrees, but thinks that eventually people will have to come to accept GM as a normal facet of modern agriculture. “I’m all for organic agriculture,” he stresses.
“But if we’re going to maintain the agricultural system we have, then we are going to have to bring yields to unprecedented levels using whatever tools are at our disposal or just say, ‘OK all these masses of people are going to die, we don’t have enough food and we don’t feel comfortable using certain technologies’.
We’ve got in our toolbox stuff that can integrate genes from, say, a bacterium, into crop plants, so that they’re not eaten by insects.
Should we do that? It’s OK for us to sit back and say it’s messing with nature, but what do we tell a farmer in Africa when half his crops get destroyed by an insect that’s moved down [due to] climate change?”
Ogbonnaya is of the same view: “If we can ensure that people can have nutritious food, then we should do it if it’s safe.”
Overall it seems the researchers agree that GM should only be used as a last resort – and that we are quickly approaching that juncture. “My primary drive is seeing people who have had drought just for one year go starving – thinking I can contribute to alleviating poverty by ensuring everyone has food on the table,” says Ogbonnaya.
It’s ironic that the salvation of millions from starvation in the decades ahead rests on wild plants previously ignored or tossed aside by humanity.
But knowing that they have endured frosty nights, days of 46˚C and batterings of sandy, hot winds – not just this year, but in the thousands of years since the Fertile Crescent’s desertification – suggests that they might just be able to help. Hopefully, we’ll find them in time.

[NAIROBI] A farming technology that uses intercropping to repel insect pests from food crops has been given a new lease of life by a programme to expand its uptake.
The 'push–pull' strategy intercrops cereals with a repellent plant bordered by an attractive trap plant. For example, maize can be intercropped with desmodium, which repels ('pushes') pests such as the maize stem borer away from the crop, and bordered by Napier grass, which lures ('pulls') stem borers so they lay their eggs in the grass instead of the maize.
Napier grass also produces a gummy substance that traps freshly hatched stem borers so only a few survive to adulthood.
Since its development in 1997, the technique has helped nearly 40,000 farmers in East Africa. Maize yields have increased by up to 3.5 tonnes per hectare, bringing 300,000 people out of hunger and poverty, according to the International Centre of Insect Physiology and Ecology.
The centre has now launched a project to disseminate the technique more widely and to find new push and pull plants with drought and temperature tolerance.
The Adaptation and Dissemination of Push–Pull Technology (ADOPT) initiative, launched last month (30 March), will benefit a further 50,000 farmers living in dry areas vulnerable to climate change in Ethiopia, Kenya and Tanzania. ADOPT has received €2.9 million (US$4.2 million) from the European Union.
"Push-pull is a modern conservation agriculture technology that does not require the use of insecticides or pesticides," Zeyaur Khan, the project's principal investigator, told SciDev.Net. "We hope to have about one million households benefiting from the technology by 2020."
Khan and colleagues developed the low-cost technology in collaboration with Rothamsted Research, United Kingdom, and various national programmes in East Africa.
Kenyan farmer Remjus Bwana said the technology has made his farm more productive. "After adopting this technology, I have seen a remarkable improvement," he said.
However, both desmodium and Napier grass struggle in dry conditions.
"We have started doing new research that will enable us get new species of trap and repellent plants that can withstand high temperature and drought conditions in arid and semi-arid areas of Africa. We are collecting desmodium seeds and grasses from different parts of Africa to see which ones are more resilient," said Khan.
But Ken Giller, a plant scientist at Wageningen University, the Netherlands, said that claims about the push–pull system are overstated. "I do not think that they have yet seen sustained adoption — just farmers experimenting with the technology," he told SciDev.Net.
"Climate change in East Africa is indicating a wetter climate, rather than drier," Giller said. He added said that rigorous adoption studies should be carried out before promoting such technologies.

[ALEPPO, SYRIA] Aggressive new strains of a wheat-attacking fungus have wiped out up to 40 per cent of harvests in Central Asia, the Middle East and North Africa.
Wheat stripe and stem rust diseases are spreading rapidly and dodging farmers' defences by evolving quickly, scientists and policymakers said at the International Wheat Stripe Rust Symposium held in Syria earlier this month (18–21 April). Experts said that the world may be witnessing the most rapid spread of an important crop pathogen so far.
Farmers in affected developing countries, which include Egypt, Ethiopia, Iran, Kenya, Morocco, Syria and Yemen, are struggling with economic hardship because wheat supplies 40 per cent of people's daily calorie intake in many areas.
"Wheat stripe rust infection can spread from Uganda to West Asia in just 24 hours," said Michael Baum, director of the Biodiversity and Integrated Gene Management Program at the International Center for Agricultural Research in the Dry Areas (ICARDA), which organised the meeting, attended by scientists and policymakers from 31 countries.
There is a stark difference between its consequences in poor and rich countries, said Baum. Last year Syria lost up to half of its wheat to the infection whereas neighbouring Turkey, a richer country, lost none.
In Syria, monitoring is weak; three-quarters of the crop consists of a single variety; and there is not enough fungicide available, he said. Turkey, in contrast, has good monitoring; a wide variety of plants, some of which are resistant to the current rust; and substantial supplies of fungicide.
"Syria, Iraq, Morocco, Ethiopia, and Lebanon are the countries most threatened by yellow [stripe] rust this year," Wafa El Khoury, coordinator of the Wheat Rust Disease Global Programme at the UN Food and Agricultural Organization, told SciDev.Net.
He said that farmers must be continually supplied with a range of new resistant varieties.
Every country needs a surveillance system, said Kumarse Nazari, a cereal pathologist at ICARDA. Farmers need training so they can spot, and deal with, the disease; and no single variety should form more than a quarter of the crop.
"Developing a new resistant variety is not an easy procedure — it could take about ten years," said Osman Abdalla El Nour, a wheat breeder at ICARDA. "Add to this, in developing countries, the time that official organisations could take to approve the variety and breed it."
Ruth Wanyera, a researcher at the Kenya Agricultural Research Institute, said: "In the past resistance [to rusts] became ineffective in less than six years, but now newly introduced resistant varieties lose their resistance within a shorter time — even the latest releases have succumbed to yellow rust infection."
Several countries reported on what they are doing against the diseases.
Syria has purchased eight forecasting systems, expected to be operating by 2012, that will warn of stripe rust risk, said Fawaz Azmeh, a researcher at the Syrian National Commission for Biotechnology.
By using several different resistant varieties, Egypt has not been heavily affected this season, said Omima Abd Ellatif, a researcher at Egypt's Agricultural Research Center.
And in Morocco, many resistant varieties are available to farmers, according to Abad Andalusi, head of plant protection at the National Institute for Agricultural Research. But farmers cannot afford fungicides so if infection gets a hold "there would be a great loss".

[ABUJA] Supporters of genetically modified (GM) crop technology fear that their four-year effort to get a biosafety bill enacted in Nigeria may have been in vain if the country's upper house fails to pass it before its tenure ends next month (29 May).
The 2007 bill, passed by the country's lower chamber last July, is with the Senate. It is one of more than 400 bills introduced to the National Assembly between 2007 and 2010 that were highlighted by the Nigerian Bar Association last December as needing passage before 29 May.
Stakeholders are concerned that, since Nigeria — which is in the midst of elections — has a poor culture of continuity between governments, they may have to start again, delaying plans to move from confined trials of biotechnology products to commercialisation.
National biosafety bills provide a framework to ensure that the development, and use, of GM organisms and products do not negatively affect plant, animal and human health; agricultural systems; or the environment.
With these standards in place, multinational biotechnology companies could do business in Nigeria, said Bamidele Solomon, director-general of the National Biotechnology Development Agency, a promoter of the bill.
"Research and development grants and opportunities, which in the past had been inaccessible because of a lack of enabling facilities, would be easily available," he said.
Mohammed Ishiyaku, a researcher at the Institute of Agricultural Research involved in a cowpea biotechnology project, said that if the bill failed to pass it would demoralise many scientists.
His project uses GM cowpeas to fight insect damage and, it is hoped, increase farmers' yields by 40 per cent.
"All of us are enthusiastically looking forward to this bill," he told SciDev.Net. "We will then be able to conclude the steps required before the cowpea can proceed to farmers."
Daniel Aba, a sorghum breeder at Ahmadu Bello University is trying to develop a variety that contains vitamin A, iron and zinc. "If the biosafety bill is not in place, it means that the research will remain within research centres," he said.
Ibrahim Abubakar, president of the Agricultural Society of Nigeria, said: "We cannot make any significant progress without the enabling law, especially now that there is some pessimism about the use of biotechnology."
But Environmental Rights Action (ERA), a Nigerian advocacy group, said the urgency to pass the bill may stem from other motives.
"Nigerians are yet to understand and adequately contribute to the bill," an ERA spokesperson said. "We suggest it is stopped in its tracks.
"The eagerness to get the bill passed is coming from biotech industry allies in this country.
"ERA is not against biotechnology as a whole but against a system unequivocal in its conviction to foist alien and unverified technologies on our farmers, and the nation as a whole, without checks."
He said the public hearing on the bill, organised by the Joint Committee on Science and Technology and Agriculture of the House of Representatives in 2009, allocated little time for protesters to voice their opinions — compared with the time offered to proponents.

Biosafety is important, but so is ensuring that GM crops benefit the rural poor and that decisions are based on sound science.
Next month (May), after almost a decade of intense debate, Kenya is expected to become the third country in Sub-Saharan Africa — after South Africa and Burkina Faso — to approve the commercial planting of genetically modified (GM) crops.
Other countries are not far behind. By 2015, Malawi, Mali, Nigeria, Tanzania, Togo and Uganda and could all be growing GM crops such as maize, rice, wheat, sorghum and cotton, according to a report published by the industry-sponsored International Service for the Acquisition of Agri-biotech Applications (ISAAA).
This marks a potential victory for evidence-based policy. Despite claims to the contrary, there are no documented health or environmental problems linked to GM crops.
No one denies that there are potential risks associated with planting GM crops, such as the unknown consequences of implanted genes spreading to native varieties, a concern raised in Mexico after a field trial of GM maize was authorised. But this is a reason to ensure that GM crops are closely monitored and regulated, not banned.
Biosafety laws need to be in place before farmers can grow GM crops, and this is where Nigeria's progress towards adopting the technology has faltered.
Yet by focusing on biosafety, the political debate on GM crops may overlook the broader — and more significant — issue of how such crops will be used in practice. This includes the extent to which they will meet the needs of poor farmers, who are responsible for a large proportion of Africa's agricultural output.
The big challenge ahead for those engaged in the GM debate in Kenya and elsewhere in Africa is not how to promote (or block) the technology, or even demonstrate its safety, although this is clearly important.
Rather, it is to find ways to ensure that GM crops benefit the rural poor, not just the shareholders of multinational corporations who are increasingly looking at African agriculture as a profitable investment.

A question of priorities
The cost of GM seeds is one reason for concern. This is one way that agricultural corporations are keen to generate a profit on their substantial investment in both laboratory research and field trials, just as pharmaceutical companies do through drug prices.
And by using intellectual property laws, corporations can take ownership of genetic material, undermining the staple practice of farmers using (and sharing) their own seed from one year to the next.
Then there is the danger of biodiversity loss — with its impacts on insect and bird varieties — if farmers focus excessively on increasing production of the most profitable crops.
None of these problems are created by GM technology. It is quite possible to imagine GM seeds being distributed at marginal costs (like generic medicines) and being grown and distributed by farmers free of concerns over patent infringement.
Similarly, GM crops can be used to counter biodiversity loss. By introducing viral resistance genes into cassava, for example, scientists aim to increase the range of crops available by helping to preserve farmers' preferred cassava varieties, which are currently being devastated by viral diseases across East and Southern Africa.
Whether GM crops benefit all farmers therefore depends on how the technology is used. National agricultural policies need to take into account the interests and priorities of poor farmers, and give rural communities sufficient leverage over decision-making to ensure that GM crops meet locally defined needs.

Sound science
Even though these are political and economic considerations, not biosafety issues, they can determine the content of regulations in individual countries. These will differ according to national needs and priorities, but they share two essential requirements.
The first is that all regulations, and the debates that occur around them, must be based on sound scientific grounds. Those who make exaggerated and simplistic claims for which there is no evidence — that GM crops are sufficient to eliminate hunger in the world, for example, or that they are a poison that contaminates the environment — are serving no one's interests but their own.
The second requirement is greater transparency. The more that multinational corporations seek to hide their involvement in lobbying for biosafety regulations, the greater the risk of criticism when their involvement becomes known.
For example, when WikiLeaks revealed the involvement of the US Embassy in Nairobi in helping to secure initial approval of Kenya's biosafety legislation two years ago, there was a backlash from environmental NGOs.
Science journalism has a key role to play in ensuring that both these needs are met. It can query the scientific basis of claims both in favour and against GM crops. It can also make the regulatory process more transparent and ensure that it withstands public scrutiny by monitoring and reporting on special-interest groups.
No one expects GM crops to be the magic key to eliminating hunger in Africa. But neither, if they are properly regulated, need they produce the environmental Armageddon that opponents predict.
The real challenge is how best to achieve the benefits, including those it offers to small farmers, while identifying and minimising the potential risks — and maintaining public trust along the way. Sound science, full transparency, and a media committed to both are three steps in this direction.
